Background


Since its inception, the Urban Economy Forum (UEF) has served as a global platform for dialogue, collaboration, knowledge exchange, and action among cities, governments, financial institutions, academia, international organizations, the private sector, and civil society. Established under the leadership of the Urban Economy Forum Association in collaboration with international partners, UEF was founded on the belief that the urban economy extends far beyond conventional measures of finance, infrastructure, and real estate. It encompasses the full range of urban assets and resources capabilities and relationships that enable cities to create value and advance sustainable and inclusive development—from housing, governance and infrastructure to innovation, technology, social capital, culture, nature and community well-being.

Today, as cities confront climate and environmental pressures, widening inequalities, housing and financing challenges, technological disruption and changing patterns of North–South cooperation, UEF seeks to advance new approaches to urban transformation that place people, resources, resilience and inclusive prosperity at the centre

 

Over the past eight editions, the Forum has evolved into an internationally recognized platform for advancing the implementation of the United Nations Sustainable Development Goals (SDGs), the New Urban Agenda, and other global urban development frameworks. Through annual gatherings, specialized summits, policy dialogues, roundtables, and collaborative initiatives, UEF has brought together thousands of participants from across the world to address some of the most pressing challenges facing cities and communities.

 

A defining characteristic of UEF has been its commitment to bridging the gap between theory and implementation. While many global forums focus primarily on policy discussions or academic debate, UEF has consistently sought to connect research, knowledge, and innovative ideas with practical action, investment opportunities, governance mechanisms, and real-world urban solutions. The Forum has provided a space where city leaders engage directly with academics, investors collaborate with policymakers, innovators connect with municipalities, and communities contribute to shaping development priorities.

 

Throughout its history, UEF has explored a broad range of critical urban issues, including municipal finance, housing affordability, sustainable infrastructure, climate resilience, economic competitiveness, urban governance, innovation ecosystems, public-private partnerships, local economic development, social inclusion, and emerging technologies. Each edition has contributed to strengthening global dialogue while generating practical recommendations and partnerships aimed at advancing implementation on the ground.

 

Over the years, UEF has increasingly emphasized the importance of moving beyond discussion toward measurable outcomes. This evolution has resulted in the creation of collaborative platforms, pilot projects, city partnerships, innovation networks, knowledge-sharing initiatives, and implementation frameworks designed to support cities and communities in translating vision into action. The Forum has become a meeting point where strategic thinking, policy development, financing mechanisms, and implementation pathways converge.

 

The adoption of the UEF8 Resolution in Toronto in 2026 marked an important milestone in this journey. The Resolution called for a transition from dialogue to implementation and highlighted the urgent need for integrated urban planning, housing innovation, community-led transformation, resource mobilization, municipal capacity building, and stronger collaboration among governments, communities, academia, finance, technology providers, and international institutions. The Resolution recognized that the challenges facing cities today require not only innovative ideas but also coordinated action, scalable solutions, and sustained partnerships capable of delivering tangible impact.

 

Building upon the achievements of the previous eight editions, UEF9 will continue this evolution by strengthening the connection between vision and delivery, knowledge and action, and policy and implementation. Rather than organizing the Forum around a single theme, UEF9 will provide an integrated platform structured around a series of strategic pillars that collectively define the future of sustainable urban transformation. These pillars reflect the Forum's commitment to fostering practical solutions, mobilizing resources, strengthening local leadership, and accelerating implementation across cities and communities worldwide.

 

UEF9 aims to serve not only as a forum for discussion but as a platform for partnership development, project incubation, investment mobilization, policy innovation, and implementation. By bringing together global expertise and local action, the Forum will continue to advance its founding mission of transforming ideas into measurable outcomes and creating pathways toward more inclusive, resilient, prosperous, and sustainable cities.

Vision

UEF9 aims to strengthen the connection between cities, communities, financial institutions, investors, innovators, and development partners to accelerate practical urban transformation initiatives.

The Forum seeks to create a global implementation ecosystem where ideas evolve into projects, partnerships become investments, and local innovations become scalable global solutions.

Objectives

The primary objectives of UEF9 are to:

Strategic Pillars


Pillar 1: Frontrunner Cities Initiative

The Frontrunner Cities Initiative serves as a platform for municipalities committed to accelerating measurable urban transformation. This pillar focuses on city leadership, peer-to-peer learning, strategic partnerships, benchmarking, and the development of demonstration projects. Participating cities are encouraged to share innovative practices, develop collaborative projects, and contribute to a global network of urban transformation leaders.

The initiative seeks to create a practical framework for measuring progress while fostering stronger cooperation among municipalities, academia, development organizations, and investors.

 

Pillar 2: Urban Economy and Finance

Urban transformation requires sustainable and innovative financial ecosystems. This pillar explores the relationship between urban development, capital markets, municipal finance, development finance institutions, impact investment, and emerging financial mechanisms.

Discussions will focus on how cities can mobilize resources, improve financial resilience, attract investment, and convert urban challenges into bankable opportunities. Special attention will be given to innovative financing tools, climate finance, infrastructure financing, public-private partnerships, and urban investment platforms.

This pillar reflects UEF's long-standing commitment to positioning urban finance as a critical enabler of sustainable development.

 

Pillar 3:  Inclusive Urban Governance, City Management and Municipal Leadership

Cities are shaped by people, and effective urban transformation requires governance systems that are inclusive, participatory, responsive and accountable. This pillar focuses on municipal leadership, public administration, service delivery, strategic planning, digital governance, and evidence-based decision-making, while strengthening the capacity of cities to respond to the diverse needs and aspirations of their populations.


Particular attention will be given to gender equality, children and youth, older persons, migrants, persons with disabilities, Indigenous peoples, and marginalized and underserved communities, recognizing that urban challenges and opportunities are experienced differently across generations, genders, regions and socioeconomic groups.

The pillar will also explore how cities across the Global North and Global South can learn from one another in addressing rapid urbanization, demographic change, inequality, climate pressures, displacement and changing patterns of work and mobility.

The objective is to strengthen people-centered municipal leadership and participatory governance, ensuring that residents and communities have a meaningful role in shaping the policies, investments and solutions that affect their neighbourhoods and their futures.

The objective is to equip local governments with the tools, partnerships, and capacities required to manage rapid urbanization, economic transformation, climate pressures, and growing citizen expectations.

The pillar also promotes collaboration between mayors, municipal executives, policymakers, researchers, and international organizations to strengthen local governance systems.

 

Pillar 4: Urban Tourism and Sustainable Development Goals

Tourism is increasingly recognized as a driver of local economic development, cultural preservation, employment generation, and community revitalization. This pillar explores how tourism can contribute to urban transformation while supporting the Sustainable Development Goals (SDGs).

The discussions will examine responsible tourism, community-based tourism, Indigenous tourism, cultural heritage, tourism governance, destination management, and tourism's role in strengthening local economies and urban resilience.

The objective is to promote tourism models that create long-term value for residents while protecting cultural, environmental, and social assets.

 

Pillar 5: Urban Innovation and Solutions

Innovation plays a critical role in shaping future cities. This pillar provides a platform for innovators, entrepreneurs, technology providers, researchers, and solution developers to present practical approaches to urban challenges.

Areas of focus include smart cities, digital transformation, climate technologies, artificial intelligence, mobility solutions, urban data systems, circular economy models, and emerging technologies that improve quality of life and urban productivity.

The pillar aims to bridge innovation with implementation by connecting solution providers with municipalities, investors, and development partners.

 

Pillar 6: Regent Park Global Neighborhood Benchmark

Regent Park has emerged as a globally recognized example of neighborhood transformation and community revitalization. This pillar positions Regent Park as a living laboratory for urban innovation, social inclusion, partnership building, and integrated community development.

The objective is to establish a Global Neighbourhood Benchmark Framework that enables cities around the world to learn from successful neighborhood transformation experiences and adapt them to local contexts.

The World Urban Pavilion and Regent Park provide a practical platform for demonstrating how local transformation can generate global impact.

 

Pillar 7: Housing Alternative Solutions

Housing remains one of the most pressing urban challenges globally. This pillar focuses on housing affordability, housing finance, innovative construction technologies, modular housing, cooperative housing, supportive housing, Indigenous housing, rental housing, and community-led housing initiatives.

The discussions will explore how governments, financial institutions, developers, and communities can collaborate to increase housing supply, improve affordability, and create inclusive neighborhoods.

Building on previous UEF discussions on housing finance and urban development, this pillar seeks to identify scalable housing solutions that respond to changing demographic, economic, and environmental realities.

 

Pillar 8: Banking, Cities, Urban Finance, and Real Estate Markets

The relationship between financial institutions and cities is becoming increasingly important as urban areas seek to finance infrastructure, housing, economic development, and climate adaptation.

This pillar examines the interaction between banks, development finance institutions, pension funds, investors, and local governments. Discussions will focus on municipal creditworthiness, project financing, housing finance, infrastructure investment, risk management, and mechanisms that strengthen the flow of capital into cities.

The pillar also explores the role of real estate markets as drivers of urban economic growth, neighborhood revitalization, employment generation, and wealth creation. The objective is to encourage more strategic alignment between banking systems, real estate markets, and long-term urban development goals.

Conclusion

UEF9 represents the next phase in the evolution of the Urban Economy Forum. The Forum will continue its mission of creating a global dialogue among stakeholders while advancing practical solutions that improve cities, neighborhoods, economies, and the quality of life of urban residents worldwide. Through collaboration, investment, and shared leadership, UEF9 aims to accelerate a new generation of integrated urban transformation.


At a time when cities across the Global North and South are confronting rapid urbanization, inequality, climate change, conflict, displacement and growing pressures on housing and urban resources, no city or region can address these challenges alone. UEF9 will provide a space for cities and communities to learn from one another, share solutions, build partnerships and turn ideas into practical action.


The ambition is not simply to imagine better cities, but to help build them—through stronger local leadership, more inclusive finance, meaningful North–South and South–South cooperation, innovation, and shared responsibility. UEF9 seeks to contribute to a new generation of urban transformation in which prosperity is more inclusive, resources are used more sustainably, and every generation and community has a meaningful stake in shaping the future of the city.
