The inaugural Expert Group Meeting (EGM) under the Frontrunner City Framework 

September 23–24, 2025 | World Urban Pavilion, Ontario, Canada 





The inaugural Expert Group Meeting (EGM) under the Frontrunner City Framework was convened to bring together city leaders, global experts, and key partners in positioning Lowell as a global benchmark in urban transformation.
As the first step, this EGM served to create a pool of experts capable of interpreting, engaging, and co-creating the conditions necessary to initiate City of Lowell’s road toward urban transformation.
In this initial day, participants explored themes of technology, smart cities, and economic resilience, aligning Lowell’s priorities with global best practices. As part of the Frontrunner City Initiative, the meeting aims to position Lowell within a global network of pioneering cities, ensuring that the joint roadmap developed not only reflects local aspirations but also contributes to setting international benchmarks for futuristic, smart, and resilient urban transformation.
We extend our sincere appreciation to Dr. Kaveh Madani and the UN-INWEH team for their valuable contributions and insightful presentation during the EGM.
